Circular on the Results of the Overall Performance Self-Assessment of the Central-to-local Transfer of Funds for Traditional Chinese Medicine for the Year 2023

According to the requirements of the Notice of the Ministry of Finance on Carrying Out the Performance Self-Evaluation of the Budget Implementation of the Central-to-local Transfer 

Payments for the Year 2023 (Cai Jian [2024] No. 3), the State Administration of Traditional Chinese Medicine (SATCM) has organized and carried out the performance evaluation of the 

Central-to-local Transfer Payments for Traditional Chinese Medicine Funds for the Year 2023, and hereby reports the relevant information as follows:


First, the basic situation of transfer payments


(A) Policy overview.In 2018, the General Office of the State Council issued the "Reform Program for the Division of Fiscal Authority and Expenditure Responsibility between the Central and 

Local Governments in the Field of Healthcare" (Guo Ban Fa [2018] No. 67), which divides the fiscal authority and expenditure responsibility in public health, medical care, family planning, 

and capacity-building, with the inheritance and development of traditional Chinese medicine listed as a common fiscal authority. Since 2019, a number of special transfers in the field of 

healthcare have been canceled, and common financial authority transfers have been integrated and established. Among them, the TCM inheritance and development subsidy funds are 

included in the medical service and protection capacity enhancement subsidy funds.


(ii) Funding situation. The Ministry of Finance, in conjunction with the Bureau, issued 4.263 billion yuan of transfer payment funds for Chinese medicine for 2023 in three batches in 

October 2022, April 2023 and July 2023, of which 1.2 billion yuan issued in the third batch was used to support the demonstration pilot project for the inheritance and innovative 

development of Chinese medicine.


II. Achievement of Performance Targets


(I) Further improve the Chinese medicine service system. Supporting the construction of 280 national TCM superiority specialties, improving the clinical efficacy of TCM and the diagnosis 

and treatment capacity of major and difficult diseases. Supporting 510 county-level TCM hospitals to carry out the construction of "two specialties and one center", with each hospital 

constructing two specialties with distinctive advantages in TCM and one county-level center for the promotion of appropriate technologies in TCM, so as to effectively improve the service 

capacity of specialties with distinctive advantages in TCM, the capacity of emergency care and the capacity of promoting appropriate technologies in TCM at the grass-roots level, and to 

continuously improve the accessibility and convenience of TCM services at the grass-roots level. The accessibility and convenience of grassroots Chinese medicine services will be 

continuously improved. Supporting the construction of 245 key departments in the three directions of Chinese and Western medicine synergy, geriatrics and rehabilitation departments 

in Chinese medicine hospitals, to further enhance the level of Chinese and Western medicine, the supply of geriatrics services in Chinese medicine, and the capacity of rehabilitation 

services in Chinese medicine hospitals. It has supported the completion of 26 provincial TCM statistical information platforms, strengthened the training of talents in TCM statistics and 

informatization at the provincial level, and upgraded the business capacity of provincial TCM statistical support organizations.


(ii) Continuously promote the construction of special talents in Chinese medicine. Supporting 1,000 instructors of national old Chinese medicine experts to carry out academic experience 

succession work, and training 4,048 successors of academic experience and backbone talents for the inheritance of Chinese medicine specialty technology. Supporting the cultivation of 

25,130 backbone talents of Chinese medicine centers, and upgrading the service capacity of grassroots Chinese medicine. Supporting the construction of 641 inheritance studios of the 

Fourth National Masters of Chinese Medicine, the Second National Famous Chinese Medicine Practitioners Inheritance Studio and the National Famous Elderly Chinese Medicine 

Specialists Inheritance Studio, organizing, inheriting and promoting the academic viewpoints and clinical experiences, and cultivating a number of inheritors of academic experiences. 

It supports the construction of 224 high-level key disciplines of Chinese medicine, and carries out the construction of disciplinary academic development teams, talent cultivation, 

innovation and service capacity, and the construction of conditions and mechanisms.


(c) Continuously enhance the inheritance and innovation capacity of Chinese medicine. Support 15 pilot cities to implement the construction of demonstration pilots for the development 

of TCM inheritance and innovation. Through the implementation of pilot projects, 15 pilot cities to build city and county famous old Chinese medicine experts inheritance studio 839, 

old medicine experts inheritance studio 70, accelerate the promotion of Chinese medicine technology inheritance and innovation; training of non-Chinese medicine category physicians 

to accept the Western learning personnel 18,885 people, per 1,000 population of Chinese medicine category of licensed (assistant) physicians to reach 0.94, per 10,000 population of 

Chinese medicine category of general practitioners to reach 0.79, and to accelerate the promotion of the development of human resources in Chinese medicine. Accelerating the 

promotion of the development of Chinese medicine talents; carrying out 35 types of Chinese medicine advantageous diseases paid for on an average basis, the percentage of public 

hospitals above the second level that have set up Chinese medicine clinical departments has reached 100%, and the percentage of community health service stations and village health 

offices equipped with one medical staff capable of providing Chinese medicine services has reached 94.11%, accelerating the promotion of the innovative development of the Chinese 

medicine service model and the innovation of the management system. It will support the construction of 47 projects on Chinese medicine treatment of dominant disease types 

(clinical evidence-based capacity enhancement), strengthen the evidence-based capacity enhancement of dominant disease types and platform construction, improve the collaborative 

network of Chinese medicine evidence-based medical research, and enhance the capacity of clinical evidence-based medicine.


(d) vigorously promote the culture of Chinese medicine. Supporting 1,815 TCM cultural projects, such as the popularization of TCM classics, the construction of TCM cultural dissemination 

platforms, and the introduction of TCM culture into campuses, we will deeply excavate the essence of TCM culture, initially set up a TCM cultural dissemination system, and enrich all kinds 

of TCM cultural activities, platforms, services, and products, so as to further integrate TCM into the production and life of the masses, and continuously improve the level of citizens' health 

and cultural literacy in TCM.


Conclusion of Performance Self-assessment


The overall performance self-assessment score of the central-to-local transfer of funds for Chinese medicine in 2023 is 93.22 points, and the self-assessment grade is excellent.
