I. Background of Revision
Comprehensively carrying out the registration of scientific and technological achievements in the field of Chinese medicine is a prerequisite for the statistical analysis and tracking
management of scientific and technological achievements of the whole industry, which can comprehensively grasp the status of inputs and outputs of scientific research in Chinese
medicine, and is more conducive to the realization of the exchange of information on the achievements, and the promotion of the transformation of the achievements into applications.
In order to adapt to the new situation, implement the Law on Promoting the Transformation of Scientific and Technological Achievements (Revised in 2015) and other latest policy
documents, and further standardize and strengthen the registration of scientific and technological achievements of traditional Chinese medicine, the Bureau of the organization of the
Registration of Scientific and Technological Achievements of Traditional Chinese Medicine issued in 2013 (State Office of Traditional Chinese Medicine Science and Technology
[2013] No. 22) was revised to form the "Registration of Scientific and Technological Achievements of Traditional Chinese Medicine Management (Revised)" (hereinafter referred to
as "Registration of Scientific and Technological Achievements of Traditional Chinese Medicine Management (Revised)"). (hereinafter referred to as "Management Measures").
Scope of Application
The Administrative Measures are applicable to the registration and management of scientific and technological achievements of Chinese medicine produced by various scientific and
technological plans and projects (including special projects) and non-financial inputs.
Third, the main content of the revision
(I) further clarify the scope of registration. First, it is clear what kind of results can be included in the scope of registration, that is, at the beginning of each year to organize the registration
of the previous year through the evaluation (including appraisal, acceptance, as well as national laws and regulations by the specialized agencies for validation) of the scientific and
technological achievements in Chinese medicine. Secondly, it is clear which results of the completion of the unit needs to be registered, that is, the new Article 4 provides that "the
declaration of registration of the results of the completion of the unit mainly includes: Chinese medicine institutions of higher learning, scientific research institutes, medical institutions
should be registered, and other types of institutions of higher learning, scientific research institutes, medical institutions, as well as the relevant enterprises to register voluntarily."
(ii) Further optimize the registration process. By the provincial departments in charge of traditional Chinese medicine, China Academy of Chinese Medicine, Beijing University of Chinese
Medicine of the region, the unit reported materials for formal review, China Center for Science and Technology Development of Traditional Chinese Medicine as the results of the
registration of the form of review, and then centralized to the national network of scientific and technological achievements, and scientific and technological management and other
effective channels of registration of data convergence, the formation of the database of scientific and technological achievements of the traditional Chinese medicine industry.
(C) Carry out online registration and issue registration vouchers. In the past, the registration of achievements used paper materials or offline document submission, which is not
compatible with the development of informationization of Chinese medicine. The Management Measures integrates data informatization means, completely adopts online system to
carry out registration, and expands personalized indexes such as classification of achievements in combination with the characteristics of achievements in Chinese medicine, and the
system automatically generates registration electronic vouchers and issues registration numbers, which can be queried by the completion units in the online system and downloaded
and printed on their own, and at the same time, authenticity and falsity can be queried, so as to improve the quality and efficiency of the registration.
(D) highlight the results of the registration work of the constraints and incentives. The registration of scientific and technological achievements in Chinese medicine will be linked to the
recommendation of awards, project evaluation, platform construction, etc., so as to improve the enthusiasm of the achievements' completion. Proposed by the effective channels

IV. Revised Basic Information
The revised Administrative Measures are divided into General Provisions, Application and Registration, Responsibilities and Rights and Supplementary Provisions, totaling 4 chapters and
17 articles.
There are 6 articles in the General Provisions, which clarify the background significance of registration of scientific and technological achievements in Chinese medicine, hierarchical
management, organization and registration institutions, scope of registration units, scope and classification of registered achievements.
Application and registration of a total of 7 articles, clear conditions for the registration of scientific and technological achievements in Chinese medicine, the materials to be submitted,
the registration process, the registration of electronic vouchers and registration number issuance, registration time, registration data remittance. Among them, the registration certificate
of scientific and technological achievements only serves as the certificate of the achievements being recognized for registration, and does not serve as the basis for recognizing the
ownership and level of scientific and technological achievements.
Responsibilities and Rights There are 3 articles, specifying the authenticity requirements, incentives and penalties for the registration of scientific and technological achievements in
Chinese medicine.
Supplementary Provisions 1 article, which specifies that the Administrative Measures shall come into force on the date of promulgation, and the Measures for Registration of Scientific
and Technological Achievements of Traditional Chinese Medicine issued by the Bureau in 2013 shall be repealed at the same time.
